Mexico is a federated union of 32 sovereign and independent states (estados) united under a central government. Also included in the union is the Mexican national capital, Mexico City, which is governed as a separate political entity comparable to a state. The 31 states are further subdivided into 2,448 municipalities (municipios). Mexico City is subdivided into 16 municipalities called alcaldias.

The states have their own constitutions, and the national constitution grants them a limited amount of power over their own internal political organization. States share some responsibilities with the federal government including primary education, health care, poverty alleviation, social protection, and water management. Specific state responsibilities include land use planning, regional transportation, municipal affairs, and more.

The municipalities are autonomous entities with elected council-style governments led by a municipal president (presidente municipal) who heads the council (aynutameniento) along with a chairman (cabildo) and selected trustees (regidores). Municipalities are generally responsible for local-level urban planning and development, utilities such as water distribution and waste removal, public transport, local roads and market infrastructure, parks, and public safety. Municipalities share some responsibilities with the states and can delegate duties to them according to agreement.
